The Hunter College Liberty Partnership Program provides comprehensive drop-out prevention services for all students (grades 7, 8 & 9) in the Rafael Cordero Bilingual School (RCBS) in East Harlem, and for high school students who have graduated from RCBS and attend schools throughout the city.

The HCLPP consists of several components, including special classes and tutoring, recreation programs, and career and college preparation workshops. Graduate interns from the Hunter College and Columbia University Schools of Social Work offer counseling for Liberty's students and families.

The HCLPP is part of the state-wide Liberty Partnerships Program funded by the New York State Education Department. Liberty Partnerships are designed to increase the number of students who complete high school, attend college and pursue successful careers.
