These enemies make the claim that the President's alleged affair with Monica Lewinsky displays a kind of immorality that makes him unfit for the office. It is their opinion that the founding fathers meant to include not only serious criminal offenses, but scandalous moral ones as grounds for impeachment. One such grpour of Clinton - bashers is known as Impeach Clinton Now!. They make an argument for their position, at their website. ( http://www.impeachment.org/frame-constitution-impeachment.htm.). Here you will find something entitled "Impeachment and the Constitution". In it this organization explains, with the help of quotations from assorted legal scholars and such, why Bill Clinton's alleged behavior should result in his impeachment. As to the interpretation of Clinton's alleged affair as a "high Crime" or "misdemeanor", the website quotes from Charles L. Black's 1974 survey, Impeachment: A Handbook, "the limitation of impeachable offenses to those offenses made generally criminal by statute is unwarranted - even absurd." Black goes on to say that our government's predecessor, the English parliamentary system, "did not understand the phrase ['high crimes and misdemeanors'] as denoting only common crimes, but in some sense saw it as including serious misconduct in office, whether or not punishable as crime in ordinary courts." The Impeach Clinton Now! camp fails to address the fact that while the founding fathers may have drawn from the English governmental design in creating our government, how the English interpreted a phrase is irrelevent to how we conduct our "affairs." (no pun intended) As was stated earlier, the impeachment of a president is not a common issue. In keeping with their tyranny-thwarting design, the planners of the constitution made it a drawn out process, requiring coordination among the members of the House of Representatives and the Senate. Impeachment is actually only the first step in the process of removing a President from office. In Article 1, Section 2 of the Constitution, the House of Representatives is assigned the ability to impeach the President, or, draw up a list of offenses and vote on a trial. This is similar to an indictment in criminal court. The Senate, in Article 1, Section 3, is given the task of trying the impeachment. The Chief Justice of the Supreme Court presides over the trial, at which a two-thirds vote is needed to expel the President from office. Here we see the Legislative and Judicial branches each participating in this impeachment of the Chief Executive. Only one President has actually been impeached. In 1868, Andrew Johnson was impeached, but the Senate fell one vote short of convicting him. It is considered that Johnson was targeted for impeachment by radical Republican Congressman, who felt that Johnson stood in their way with regard to their attempts to punish the South after the Civil War. This use of the impeachment process as a partisan weapon defies the intent of the founding fathers. There are those who feel that the movement to impeach President Clinton, specifically the investigation of special prosecutor Kenneth Starr, parrallels the efforts to remove President Johnson in the sense that there seems to be a partisan (again Republican) agenda behind the movement. The position of special prosecutor, in theory is supposed to be held by a nuetral, politically unbiased "party". Some are making the claim that Kenneth Starr is anything but politically unbiased. These people, too, have their own websites.One such site is posted by an organization called the Education and Information Project. ( http.//www.eip.org/ ). This group came about from Clinton spokesman James Carville's efforts to inform people " of the partisan activities and biases " of Kenneth Starr. This organization is itself a biased, partisan activity, but at least it doesn't act under the pretense of nuetrality and objectivity, as does the special prosecutor. The Education and Information project, in it's website, states as it's secondary goal, the intent to raise money to continue to fight the lies coming out of "the vast right wing conspiracy", as it has been referred to in the press. This is important to note because while rendezvous-ing with young interns is not, on paper, within the scope of the President's power, there is precedent for such extracurricular activity (see Kennedy), and our country has shown the tendency to overlook or ignore such behavior in the holders of high office. Similarly, while not written into the constitution, lying, partisan warfare and behind it all, financial motive, have long been key elements of the American political system. More abundant than sexually scandalous behavior, these activities are nonetheless, and perhaps therefore, overlooked, ignored and accepted. Year after year; there is no where for a president to run. Good old Kennedy is looking down from above saying, “Darn I feel for you Bill, but keep your head up. I know how you feel.” All this scandal out and out does it really effect the way Bill Clinton runs his country? Take for example most peoples own personal life, sex life, is it making for an inconvenience for their working capability? No it isn’t. People still get up every morning and do what they have to do and do it well. The results from Clinton(HoustonChronicle.com ) being in office are good. There are more jobs so people are working. The economy is doing well. Overall Clinton is a good leader who has the country for the most part in a good position. Whether what he has been said to have done is true or not what does this have to do with war in Lebanon, starving children in Africa, or our county’s national debt? Nothing it just states that Clinton has some marital problems that him and Miss Hillary need to work out. Through the bulk of all this crisis Clinton(HoustonCronicle.com ) goes on with his business with the stature of public calmness. He is visiting countries in need of aid, scoping out possible war one moment, and touring disaster sites the next. This good behavior is effecting public opinion. For the most part the public feels that the presidents private life, whether somewhat morally insulting or not, should not ne of concern in dealing with his ability to perform properly and carry out the responsibility of president. Adultery unfortunately is a part of American society, it happens a lot, but are people losing there jobs over it? No, it would just be a ludicrous thought. By the Constitution( ) in order to be impeached a president must be convicted of treason, bribery, or other high crimes and misdemeanors. The Senate sits as jury and has to have a 2/3 majority vote to win. Yes it is a crime to lie under oath, but a mere technicality in this case. What is the president lying about; having minor sexual relationships with interns. Most people would lie to their spouse and to a court. As a matter of fact it happens all the time and people are not prosecuted because of it. If one is face to face with one’s spouse one will lie. Think if one is face to face with one’s spouse, a jury, and all the American people. It is unfortunate that the president and other presidents have no private life. What happens in his sex life should be kept his business not the rest of the worlds. It most definetly should not result in impeachment. Nixon’s scandal should of resulted in impeachment for that was a true crime of perjury. As long as the country does not start to go down hill the president should be able to fool around with all the women he wants. The American people do not need to respect him morally, even though it would be nice, but they do need to respect his progress as president.
